The idea behind the "one-time pad" was apparently first noted in the 1880s as used in telegraphy. I would suggest that one-time pads were probably actually used by one or both sides in the Civil War. How about a Crider Western, or even better, a Crider Steampunk-Western-Mystery where one-time pads are used ?
